Título: GESTÃO ESCOLAR DAS UNIDADES MUNICIPAIS DE ENSINO FUNDAMENTAL DE VILA VELHA (ES): PELA CONSOLIDAÇÃO DE UM ENSINO RELIGIOSO LAICO

Resumo: A presente dissertação de Mestrado tem por objetivo geral identificar se os/as gestores/as das escolas da Região II de Vila Velha (ES) estão promovendo, por meio da gestão participativa da Escola Pública, a oferta do componente curricular Ensino Religioso para que se supere o tradicional caráter confessional, catequético, doutrinário e religioso. A questão problema que se tenta responder é: os/as gestores/as escolares das escolas da Região II de Vila Velha (ES) têm alcançado êxito em oferecer o componente curricular Ensino Religioso, superando seu tradicional caráter confessional, catequético, doutrinário e religioso? Quanto aos objetivos específicos se pretendeu: a) detectar se os/as gestores/as destas unidades de Ensino Fundamental buscam ofertar a referida disciplina em uma perspectiva de Estado laico e Escola Pública laica; b) elencar mecanismos inerentes à gestão participativa das escolas da Região II de Vila Velha (ES), para oferecer o componente curricular Ensino Religioso, visando superar um possível ensino de caráter confessional, catequético, doutrinário e religioso; c) aferir a visão de parte da comunidade escolar a respeito da qualidade da gestão. A relevância da presente pesquisa reside no fato de que as conclusões da pesquisa de campo poderão tornar-se referencial consolidado por dados, tanto para a Secretaria Municipal de Educação (SEMED) quanto para as escolas da Região II de Vila Velha (ES). A principal justificativa para o desenvolvimento do presente estudo é o vínculo acadêmico e profissional que a pesquisadora tem com a Educação Pública, visto ser professora concursada no município de Vila Velha (ES) desde o ano de 2004. No âmbito profissional, atua como gestora escolar desde 2009, onde busca promover gestão escolar participativa, atenta às demandas da comunidade escolar. Quanto à hipótese, este estudo levanta a premissa de que um dos maiores desafios enfrentados pelos/as gestores/as no processo da superação de ensino confessional, catequético e doutrinário nas escolas da Região II de Vila Velha (ES) decorre das variadas interpretações sobre a legislação que fundamenta a noção de Estado laico e laicidade, em uma sociedade cada vez mais influenciada por pensamento religioso hegemônico. No que diz respeito à execução da coleta de dados estatísticos, este estudo, classificado como pesquisa de levantamento, aplicou questionários para 20 professores/as do componente curricular Ensino Religioso. Quantos aos/às pais/mães e/ou responsáveis pelos/as alunos/as, a amostra englobou 100 respondentes, visando obter informações indicativas de ações exitosas ou não para a consolidação de educação contra-hegemônica, a qual supere o caráter confessional, catequético e doutrinário, tradicionalmente impressos ao componente curricular Ensino Religioso. A coleta de dados se fez via questionários semiestruturados, constituídos de perguntas simples e respostas no sistema de múltipla escolha – havendo, em cada questão, espaço para que os/as respondentes pudessem justificar e/ou explicar suas respostas. Tal questionário foi aplicado entre professores/as e pais/mães de alunos/as matriculados/as na rede pública municipal de ensino Vila Velha (ES), no âmbito do nível Fundamental de Educação.
Resumo Alternativo: This Master's thesis has the general objective of identifying whether the managers of the schools in Region II of Vila Velha (ES) are promoting, through the participatory management of the Public School, the offer of the Religious Education curriculum component so that overcome the traditional confessional, catechetical, doctrinal and religious character. The question that we try to answer is: have the school managers of the schools in Region II of Vila Velha (ES) been successful in offering the Religious Education curricular component, overcoming its traditional confessional, catechetical, doctrinal and religious character? As for the specific objectives, it was intended: a) to detect whether the managers of these Elementary School units seek to offer the referred discipline from a secular State and secular Public School perspective; b) list mechanisms inherent to the participatory management of schools in Region II of Vila Velha (ES), to offer the Religious Education curricular component, aiming to overcome a possible confessional, catechetical, doctrinal and religious teaching; c) assess the view of part of the school community regarding the quality of management. The relevance of the present research resides in the fact that the conclusions of the field research may become a reference consolidated by data, both for the Municipal Education Department (SEMED) and for the schools in Region II of Vila Velha (ES). The main justification for the development of this study is the academic and professional link that the researcher has with Public Education, as she has been a public-attendant teacher in the city of Vila Velha (ES) since 2004. In the professional sphere, she works as a school manager since 2009, where it seeks to promote participatory school management, attentive to the demands of the school community. As for the hypothesis, this study raises the premise that one of the biggest challenges faced by managers in the process of overcoming confessional, catechetical and doctrinal teaching in schools in Region II of Vila Velha (ES) stems from the varied interpretations of legislation that supports the notion of secular State and secularism, in a society increasingly influenced by hegemonic religious thought. Regarding the implementation of statistical data collection, this study, classified as a survey research, applied questionnaires to 20 teachers of the Religious Education curriculum component. As for the parents and/or guardians of the students, the sample included 100 respondents, aiming to obtain information indicative of successful or unsuccessful actions for the consolidation of counter-hegemonic education, which overcomes the confessional, catechetical character. and doctrinal, traditionally printed in the Religious Education curricular component. Data collection was carried out via semi-structured questionnaires, consisting of simple questions and answers in the multiple choice system – with, in each question, space for respondents to justify and/or explain their answers. This questionnaire was applied to teachers and parents of students enrolled in the municipal public school system in Vila Velha (ES), within the scope of the Fundamental Education level.
